Before wudu
بِسْمِ اللَّهِ

بسم الله
Wudu is not merely washing; it is an expiation with which sins fall away. The Prophet ﷺ said: 'When a Muslim servant performs wudu and washes his face, every sin he looked at with his eyes leaves his face with the water…' (Muslim).
Only two places carry a transmitted wording: the basmalah at the beginning, and the testimony of faith at the end. Whoever says the latter has the eight gates of Paradise opened for him, to enter by whichever he wishes.
As for the supplications some assign to each limb — one for the hands, one for rinsing the mouth — none of them is established, and scholars have stated they have no basis. Keeping to what is transmitted is both safer and more complete.

أَشْهَدُ أَنْ لَا إِلَٰهَ إِلَّا اللَّهُ وَحْدَهُ لَا شَرِيكَ لَهُ، وَأَشْهَدُ أَنَّ مُحَمَّدًا عَبْدُهُ وَرَسُولُهُ
Ash-hadu an la ilaha illallahu wahdahu la sharika lah, wa ash-hadu anna Muhammadan 'abduhu wa rasuluh.
I bear witness that there is no god but Allah alone, without partner, and I bear witness that Muhammad is His servant and His Messenger.
أشهد أن لا إله إلا الله وحده لا شريك له، وأشهد أن محمدا عبده ورسوله
اللَّهُمَّ اجْعَلْنِي مِنَ التَّوَّابِينَ وَاجْعَلْنِي مِنَ الْمُتَطَهِّرِينَ
Allahumma ij'alni minat-tawwabina waj'alni minal-mutatahhirin.
O Allah, make me of those who turn to You in repentance, and make me of those who purify themselves.
اللهم اجعلني من التوابين واجعلني من المتطهرين
