The morning and evening adhkar are one litany with two faces: most of the wording is identical, and only the phrase naming the time changes — 'we have reached the morning' at the start of the day, 'we have reached the evening' at its close. That is why people look for them together.

The morning window runs from dawn until the sun has risen; the evening window from after Asr until a third of the night. If the window passes, say them when you remember.
Allahu la ilaha illa Huwa-l-Hayyu-l-Qayyum. La ta'khudhuhu sinatun wa la nawm. Lahu ma fi-s-samawati wa ma fi-l-ard. Man dha-lladhi yashfa'u 'indahu illa bi-idhnih. Ya'lamu ma bayna aydihim wa ma khalfahum, wa la yuhituna bi-shay'in min 'ilmihi illa bima sha'. Wasi'a kursiyyuhu-s-samawati wa-l-ard, wa la ya'uduhu hifzuhuma, wa Huwa-l-'Aliyyu-l-'Azim.

Who is it that can intercede with Him except by His permission? He knows what is before them and what will be after them, and they encompass not a thing of His knowledge except for what He wills. His Kursi extends over the heavens and the earth, and their preservation tires Him not. And He is the Most High, the Most Great.
Virtue: Whoever recites it in the morning is protected until evening.
Qul a'udhu bi-Rabbi-l-falaq. Min sharri ma khalaq. Wa min sharri ghasiqin idha waqab. Wa min sharri-n-naffathati fi-l-'uqad. Wa min sharri hasidin idha hasad.
Say, I seek refuge in the Lord of daybreak, from the evil of that which He created, and from the evil of darkness when it settles, and from the evil of the blowers in knots, and from the evil of an envier when he envies.

Allahumma ma asbaha bi min ni'matin aw bi-ahadin min khalqika faminka wahdaka la sharika lak, falaka-l-hamdu wa laka-sh-shukr.
O Allah, whatever blessing has come to me or to any of Your creation this morning is from You alone, without partner, so to You is all praise and all thanks.
Allahumma 'afini fi badani, Allahumma 'afini fi sam'i, Allahumma 'afini fi basari, la ilaha illa anta.
O Allah, grant me well-being in my body. O Allah, grant me well-being in my hearing. O Allah, grant me well-being in my sight. There is no deity but You.
Allahumma inni as'aluka-l-'afwa wa-l-'afiyata fi-d-dunya wa-l-akhirah, Allahumma inni as'aluka-l-'afwa wa-l-'afiyata fi dini wa dunyaya wa ahli wa mali.
O Allah, I ask You for pardon and well-being in this world and the Hereafter. O Allah, I ask You for pardon and well-being in my religion, my worldly affairs, my family and my wealth.
Allahumma 'alima-l-ghaybi wa-sh-shahadati fatira-s-samawati wa-l-ard, Rabba kulli shay'in wa malikah, ash-hadu an la ilaha illa anta, a'udhu bika min sharri nafsi, wa min sharri-sh-shaytani wa shirkih.

Can I say both at the same time?

Each has its window — morning after Fajr, evening after Asr. Saying both at once is still remembrance and still rewarded, but it loses the point: to open the day with dhikr and close it with dhikr.
